Vitalik recommends 16.77m gas cap for Ethereum to enhance security

Ethereum co-founder Vitalik Blerin and researcher Toni Wahrstänter passed EIP-7983, aimed at introducing a protocol level cap to the use of transaction gas to increase network security and performance.
The proposal Sets a maximum gas limit of 16.77 million (2²⁴) for individual transactions. “By implementing this limit, the Ethereum can enhance its stability against several DOS vectors, improve network stability, and provide more predictable to transaction processing costs,” the proposal reads.
Under the current Ethereum (Eth) architecture, a single transaction may theoretical to consume the gas limit of the whole block, posing a Risk to attack-of-service attacks (DOS) and leads to unpredictable network behavior.
By capping individual transactions, EIP-7983 aims to distribute gas consumption evenly, reducing the chance of a single transaction with excessive block capacity.

Gas cap to boost ZKVM compatibility
The suggested cover is also designed to improve compatibility with zero-knowledge virtual machines (ZKVMs) by encouraging large transactions divided into smaller chunks.
According to the DRAFT, transactions that determine gas limitations above 16.77 million will be rejected during the block proof, ensuring that they will not enter the network or include in new blocks. The cap is independent of the overall limit of block gas, which can still be repaired by miners and validators within the existing consensus policies.
Buterin and Wahrstäther chose 16.77 million as a cover to balance the complexity and performance, which it focuses on accepting current advanced cases of defi use and contract expansion without introducing unnecessary risks.
“This value provides for most current cases of use including contractual deployment and advanced contact with the DEF while ensuring similar performance characteristics,” the proposal read.
While the proposal is not backward for transactions exceeding the new limit, the authors noted that most existing transactions fall properly under the cover, reducing the impact on users and developers.
The EIP-7983 is building earlier efforts, such as EIP-7825, to improve the predictable implementation of the transaction.
